When a person's crime coefficient goes up a certain value, they are deemed a Latent Criminal, and are arrested and isolated.

It's true, though. Where I'm from, there's only people with clear hues and latent criminals. They're— deemed as useless by society and the Sibyl System, but I believe that they should be treated just the same as everybody else.
