It's a type of gun. We aren't permitted to use real weapons at the Crime Investigation Division. Dominators are. . . well, they're kind of like the type of guns you see in video games.
[ man, this is... weird. having to explain the society she's come from. ] Our mental states and personal tendencies can be quantified, and these are policed. This is called one's Psycho-Pass. When a person's crime coefficient goes up a certain value, they are deemed a Latent Criminal, and are arrested and isolated.
[ it's a bit... of information, but she continues. ] I worked for the Ministry of Welfare and Public Safety Bureau as an Inspector. What I do is very similar to the detective work of old, although we aren't permitted to use real guns. Instead, we use Dominators, which are linked to the Sibyl System. It measures one's Psycho-Pass and judges a person's aptitude then and there. For example, if I point my Dominator at someone whose crime coefficient is over 300, then they aren't deemed useful to society anymore. The Dominator turns into a Lethal Eliminator, and once shot, it will kill the target.
If someone's crime coefficient is below 300, they only get the Paralyser version of the Dominator, and they'll be sent to therapy afterwards.
[Mars stops. She just stops and turns to focus on Akane completely, all thoughts of the danger around them forgotten for just an instant.]
You're telling me that you charge potential criminals before they've committed a crime?
[She isn't a cop, she has no interest in law enforcement, but...this is disturbing to someone as well-read as Rei. She's too early in time to remember Minority Report as a film, but the concept of pre-crime had featured heavily in various dystopian fictions.]
It's not the most healthy of societies, but most people in Japan believe it to be perfect.
[ a pause, but she continues in her stride, taking a quick turn left. ]
It's true, though. Where I'm from, there's only people with clear hues and latent criminals. They're— deemed as useless by society and the Sibyl System, but I believe that they should be treated just the same as everybody else.
[Alternate world then, not even possible in her own, okay. Good, she can get off the high horse.]
Irrelevant. This place is a different reality. CERES keeps it's own calenders, and we have no real way of knowing, but it's not the universes we're familiar with, so it's best not to worry about that.

[Her hands move in a series of complex motions, lips in a chant...]
BURNING MANDALA!
[And several orbs of flame annihilate the creature. hope you were okay with magic...]

If only I had my Dominator...

[Mars continues forward, ignoring the burned Kool-Aid smell.]

They don't shoot bullets, but they do the job.

[That's her first guess.]
And is there a reason for that restriction? It seems dangerous.
[Heading forward, hopefully with less Kool-Aid man.]

How far into the future is this from the 1990s? [A beat.] and I'm glad someone has some damn sense.
